THE ISLAMIC STATE has “tactical momentum on several fronts,” but the U.S. and its allies believe they have “strategic momentum,” the coalition’s defense chiefs agreed Tuesday.  The coalition, however, remains beset by lingering strategic differences that threaten to undermine the fight.
