IRAQ: About half of Iraq’s army is incapable of partnering effectively with the U.S. to roll back the Islamic State group’s territorial gains in western and northern Iraq, and the other half needs to be partially rebuilt with U.S. training and additional equipment, the top U.S. military officer said Wednesday. Army chief of staff General Odierno said airstrikes alone will not root out extremists in Iraq, ground troops will also be needed, and that extremists cannot be permitted a safe haven in Syria.

SYRIA: House Republicans and Democrats backed President Barack Obama’s request to train and equip Syrian rebels in a measure that both parties stressed doesn’t authorize a U.S. ground war to defeat Islamic militants.Meanwhile Syria has revealed a previously undeclared research and development facility and a laboratory to produce the poison ricin to the global chemical weapons watchdog, diplomatic sources told Reuters.

THE ISLAMIC STATE: The campaign against the Islamic State will likely require close-in U.S. training and assistance for irregular ground forces under the command of the Ground Branch of the CIA’s Special Activities Division. The US is allied with Asaib Ahl al-Haq and other Shiite militias, who also pose a central challenge to the creation of a more just and less sectarian Iraqi government.

Except that Iran is a major player on the ground.  Former CIA Director Gen. Michael Hayden on Sunday said he predicts there could be nearly 5,000 U.S. personnel on the ground overseas by the end of the year to fight the Islamic State. The White House on Monday disputed reports that a group of moderate Syrian rebels -- part of the larger coalition that President Barack Obama wants to help fight the Islamic State -- struck a non-aggression pact with the Islamic State. Thirty foreign leaders have committed their countries to fighting IS in Iraq, but the Arab countries in particular are exercising extreme caution.

WEEKEND BOX OFFICE: No Good Deed tops the chart with 24.5 million, another Screen gems mid-September special, boosted by the presence of Idris Elba. Director Will Packer has made 10 films for Screen Gems; only one has lost money, and this one doesn't look like the second.  Dolphin Tale 2 places with 16.6 million, as it's the first new family pic to open since early August. That's a bit worse than the original, butmay still make a profit if it's near as leggy as the original.  Guardians of the Galaxy drops back out of the top slt to show with 8 million, which is still above the consensus projection for this weekend.  GotG also broke the 300 million mark (600+ million in total) and stands an excellent chance of becoming marve's 3rd biggest, behind The Avengers and Iron Man 3Teenage Mutant Ninja Turtles is also leggy with another 4.8 million in the fourth slot.  Let's Be Cops also clings to the bottom of the Top 5 with another 4.3 million. The Drop's near-wide debut was enough to land in sixth place, which is alright for a more serious movie.  All in all, pretty typical mid-September behavior at the box office.

KANYE WEST demanded fans at his Melbourne show on Wednesday stand up, then realized at least one was in a wheelchair and another was wavbing a prosthetic limb. He's the Joe Biden of rap.

THE UNITED KINGDOM: Defence Secretary Hammond said after consulting with his German counterpart that the UK will not be taking part in any airstrikes in Syria, as that was ruled out last year. The Prime Minister's office maintained, however, that regarding the use of air power and the like in Syria, "nothing has been ruled out," and said Hammond had been referring to strikes against the Assad regime.

FRANCE: Foreign Minister Fabius said France wants to participate in the airstrikes against the Islamic State in Syria. Yesterday France had expressed willingness to "participate, if necessary, in military air action" in Iraq.

GERMANY: Foreign Minister Steinmeier said Germany would not be participating in airstrikes against the Islamic State in Syria, and also said his country had not been asked to do so.

RUSSIA has warned that US air strikes against militants in Syria would be a "gross violation" of international law.

THE UNITED STATES signed up Arab allies on Thursday to a "coordinated military campaign" against Islamic State fighters, a major step in building regional support for President Barack Obama's plan to strike both sides of the Syrian-Iraqi frontier.

THE ISLAMIC STATE: A CIA spokesman says a new intelligence assessment estimates that the Islamic State group can muster between 20,000 and 31,500 fighters across Iraq and Syria, up from a previous figure of 10,000.
